Driving home from work this afternoon and passing through Menstrie, I spotted a guy standing at a bus stop trying to hitch a lift.

I'm not sure whether I think this is an ingenious way to cover your bases (maybe he'd also phoned a taxi), or whether its damned cheek, but I'm edging toward the latter.
He's at a bus stop, so the message I get from that is that he'll happily get a bus if no one stops to give him a lift. Not only that, it tells me he's happy to pay for a lift on a regular scheduled service, but would still prefer to howk it for nothing if the opportunity presented itself.
Opportunist or tink. You decide.

The placement at the bus stop is nothing but an attempt (granted a clever one) to minimise his exposure to disapproving glances from those nearby. When there are no cars he looks like a man waiting for a bus and so draws little attention. Anyone around when a car happens to pass immediately sees his real agenda.
Now the weak point in his strategy of course is whenever a bus approaches. But I'd wager you'd see a sudden interest in the vandalism on the bus shelter or his fingernails should this happen...
